Speaking at the Real Estate Professionals’ Forum at the Girls’ Guide headquarters in Kingston, on Tuesday (November 15), Miss Watson said that the board will implement a multifaceted approach to targeting illegal practices in the sector. One such approach has been a public awareness campaign, launched in an effort to educate Jamaicans on the perils of doing business with illegal practitioners. “The Board will also seek to educate members of the public, so that they can better understand their rights, and the board will be making a serious effort to prosecute more…so we are urging all practitioners to ensure that they get their licenses updated on time, and do not wait for the last minute,” she cautioned. She noted that, in recent time, the board has had seven persons arrested and charge for operating illegally, and intends to pursue others with the upmost diligence. “Of those seven cases that went before the courts, four have already resulted in convictions, two are pending and are still before the courts, and the last person died before the case was completed,” she said. The CEO said the board was also in the process of revising the fines for breaches of the Act, to make them more prohibitive. She also lamented that the organisation has been hampered by a number of challenges, when it attempts to prosecute the wrongdoers. “One of our main problems is that, in Jamaica, we have this informer culture, where people do not want to provide evidence of illegal practices, because they don’t want to be branded as informers. I know of people who are willing to chastise the illegal practitioner privately, but are not willing to report him to the authorities,” she stated. Additionally, Miss Watson said the Board was also fighting the underground culture, where some individuals like ‘bandoloo’ deals. Another challenge faced by the organisation, Miss Watson said, was that many legitimate practitioners failed to obtain their licenses in a timely manner, and were failing to advertise in accordance with the Code of Ethics. “If we are to find illegal practitioners, you have to assist us by getting your licenses on time and advertising in accordance with the law, so that when the illegal person advertises, his advertisement stands out,” she said. Hundreds of professionals in the Real Estate sector turned out for the forum, which also saw presentations from representatives of the National Land Agency, the National Environment Planning Agency, the Realtors Association of Jamaica, the Jamaica Mortgage Bank and the University of Technology. The Real Estate Board was formed in 1987, to put in place systems that promote acceptable standards of professional and ethical conduct in the business of real estate and land development, to protect the mutual interests of all persons involved in such dealings. The surge in house prices has been attributed to several causes. The need to off-load undeclared Belgian francs during the switch to the euro, coupled with the Belgian state’s tax amnesty on black money re-entering the system, meant that property was a safe place for people to park their capital. The collapse of the stock market post-9/11 was also a reason for investors to switch to property, thus pushing up prices. Property currently offers a better return on capital compared to banks and is safer than the stock market. But there are disadvantages if the property was bought in order to let out for rental income. There are pros and cons to becoming a landlord in Brussels.Rents for residential property follow inflation, so rents have risen slower than property prices. Landlords with property in the middle-to-top range of the rental market, which is traditionally filled by ex-patriate tenants, have been finding it increasingly difficult to let. That is not a huge problem if the property was bought outright, but can be painful for small-time landlords with just one or two properties, if there was an expectation that the rental income would cover a mortgage. One couple who have spent several months trying to rent out their three-bedroom house in the centre of Brussels for a year, while they are temporarily transferred abroad by the husband’s employer, have been obliged to leave it empty. The only person who is interested wants to buy it instead of renting it – exactly what they did themselves when they moved to the city 18 months ago. If they do manage to rent it out – and as the year that they are away shrinks so does the prospect of finding tenants – the money they get will just about cover the mortgage repayments. Some agents are reporting improved demand this year over last year, for houses in the suburban communes south and south-east of Brussels. According to agents specialising in houses in these areas, properties in the upper price bracket that are properly renovated to a high standard are being snapped up more quickly than those elsewhere. The reality in most other areas is that many rental properties stay empty for months on end.There are fewer ex-pats out there wanting to rent. Again, 9/11 can be blamed for fewer Americans wanting to travel and live in Europe. Real estate developer Xavier Mertens of Home Invest Belgium, an investment trust quoted on the Brussels stock exchange Euronext, says the reduced supply of arriving ex-pats can also be attributed to improved telecommunications and quicker and easier travel: fewer people have to live in Brussels to be able to conduct their business here. Those ex-pats planning to stay in the country for longer than a few years tend to want to buy their homes rather than rent them. Neither have the recent European Union and NATO enlargements eastwards made as much of an impact on the rental market as earlier enlargements, because these new countries were organised well in advance and the majority of the political, diplomatic and business personnel needed for Brussels had already been based here for several years. Mertens says there is a glut of empty rental property on the market and the wide and varied choice of property to let means anyone faced with a rental demand of €1,200 or more can easily negotiate the price down. Quite apart from the hassle of finding suitable tenants, landlords have the cost of upkeep to consider and often face a bill for renovation to meet increasingly high rental standards. In what is now a renters’ market, tenants are demanding superior decoration and top-of- the-range fixtures and fittings as well as flexibility on the rent. Penn State is notorious for its THON marathon, which is an annual fundraiser for children who are battling cancer. Participants, who are not allowed to sit for 46 straight hours, dance to raise millions of dollars for this great cause. It looks like Penn State’s football team got in on the action this year. And the Nittany Lions did not disappoint.PSU’s football squad put on an incredible performance, kicking things off with an old school 70s classic, the Bee Gees’ “Stayin’ Alive.” A number of players – including Jason Cabinda, Cole Chiappialle and Brandon Johnson even wore wigs during the routine. The mudslide hit the two lead locomotives.CN Rail personnel are on site and working to remove the mudslide debris. At this time there is no indication that diesel fuel is leaking into the Pine River.

But can such celebrity candidates make an impact in their new career? There are a few challenges. Firstly, it is important for them to live up to the expectations of their respective political parties; secondly, they need to maintain their own fan base. From ‘Rangeela’s Urmila Matondkar to the ‘dhai kilo ka haath’ of actor Sunny Deol, the list is pretty long and exceptional. For BJP, the party is eyeing seats which they have not won before. And for that, they have a star-studded line-up of Bollywood actors, Padma awardees, sports personalities, entrepreneurs, businessmen and other celebrities. Congress too has joined the practice of projecting high-profile candidates from other professional backgrounds. Matondkar took a surpris entry along with Shilpa Shinde of Big Boss fame. Amitabh Bachchan has had a close association with the party but his political career was short-lived. Congress has also given tickets to actor Govinda and former Indian cricket captain Mohammad Azharuddin and both won. Such personalities are well-known and their popularity enables the party to garner the support of more and more people; gain recognition and trust which ultimately translates into exercising one’s franchise in favour of that party. However, in this hysteria, one must remember that though these celebrities draw huge support, very few among them actually go on to become successful politicians. For example, Amitabh Bachchan’s entry into politics that was more due to his proximity with the Gandhi family was marred by a number of controversies. In her political journey, Jaya Prada switched parties, faced suspension and had a roller-coaster ride. Hema Malini, who is contesting from Mathura, has been subjected to severe criticism. Fighting from Mumbai-North, Urmila Matondkar also became a subject of social media trolling. Sunny Deol is the third person from his family after his father Dharmendra and stepmother, Hema Malini, to join the saffron party. Bengali screen goddess Suchitra Sen’s daughter Moon Moon is a TMC candidate from Asansol. New celebrity entrants for the Trinamool include Mimi Chakraborty and Nusrat Jahan. Political pundits opine that it is a long-standing association between the two professions. It seems to be more predominant in the southern states where film stars have become regional superpowers. Celebrities joining politics is very common. From Ronald Reagan, Arnold Schwarzenegger, George Murphy, Ben Jones, Glenda Jackson who held the highest constitutional posts in USA, to more recently, 41-year-old Volodymyr Zelenskiy winning Ukraine’s presidential polls, the list goes on. Let the legacy of cine stars joining the political bandwagon set by veteran actor and poet Harindranath Chattopadhyay, who was elected to the first Lok Sabha in 1952, live on.
